Ciencia y políticas de drogas : contexto sociocultural, neuropolítica y control social.

El objetivo del presente trabajo es mostrar las distancias entre perspectivas científicas complejas y políticas de drogas prohibicionistas, aunque estas se justifiquen a partir de planteamientos supuestamente científicos. La metodología consiste en analizar el tema desde dos aspectos estratégicos: por un lado, revisando la hipótesis de la adicción como enfermedad cerebral, y por el otro, contrastando los principales informes institucionales sobre el cannabis con las políticas hegemónicas en el siglo XX. Los resultados ponen en evidencia las limitaciones de la hipótesis de la adicción como enfermedad cerebral, así como diferencias entre lo señalado por los informes y políticas prohibicionistas sobre el cannabis. En las conclusiones se subraya que las incongruencias entre ciencia y políticas de drogas hay que entenderlas en el contexto de sus usos en relación con el control social y sus transformaciones, desde uno de tipo coercitivo e institucional, a la neuropolítica, basada en la performance individual. The objective of this work is to show the distances between complex scientific perspectives and prohibitionist drug policies, although these are justified on the basis of supposedly scientific approaches. The methodology consists in analyzing the issue from two strategic aspects: on the one hand, reviewing the hypothesis of addiction as a brain disease, and on the other hand, contrasting the main institutional reports on cannabis with hegemonic policies in the twentieth century. The results highlight the limitations of the addiction hypothesis as brain disease, as well as differences between what is indicated by the reports and prohibitionist policies on cannabis. The conclusions underline that the inconsistencies between science and drug policies must be understood in the context of their uses in relation to social control and their transformations, from one of a coercive and institutional type, to neuro-politics, based on individual performance.
