Justicia social, gobernanza y gobernabilidad aguas abajo de la Central Hidroeléctrica Miel I, los casos de las veredas La Habana, La Atarraya y Buenavista del municipio de La Dorada, Caldas. 1997-2018

spa:Esta tesis analiza la reconfiguración territorial de las veredas La Habana, La Atarraya y
Buenavista, ubicadas aguas abajo del embalse Amaní, a partir de la construcción y ejecución
del proyecto hidroeléctrico Miel I. Este análisis pretende el abordaje de categorías como
justicia social, justicia territorial, gobernanza y gobernabilidad; en torno a afectaciones como
inundaciones por vertimiento del embalse, pérdida y disminución de quebradas,
desplazamiento de habitantes, alteración de fauna, flora y sedimentos del río, además de la
alteración de las dinámicas sociales y culturales de las tres comunidades; las cuales al ser
poblaciones ubicadas aguas abajo del embalse, no son categorizadas como zona de influencia
directa de la hidroeléctrica, lo que ha incidido a que se gesten procesos de resistencia y
reclamación por parte de sus habitantes en el marco de sus derechos como ciudadanos y
habitantes de estas veredas. eng:This thesis intends to analyze the territorial reconfiguration of the La Habana, La Atarraya
and Buenavista villages, located downstream of the Amaní reservoir, from the construction
and execution of the Miel I hydroelectric project. From a post-structuralist perspective,
categories such as social justice, territorial justice, governance and governability around
affectations such as floods due to spillage of the reservoir, loss and reduction of streams,
displacement of inhabitants, alteration of fauna, flora and sediments of the river, alteration
of the social and cultural dynamics of the three communities; which, being populations
located downstream of the reservoir, are not categorized as a zone of direct influence of the
hydroelectric plant, which has led to resistance and claim processes being developed by its
inhabitants within the framework of their rights as citizens and inhabitants of this territory.
