Construcción de paz territorial en Colombia: experiencias de Organizaciones Sociales en el municipio de Ovejas, departamento de Sucre

spa:Colombia ha estado inmersa por más de 50 años en un conflicto armado interno del cual han participado diferentes grupos armados. Cada actor armado ha traído consigo diferentes concepciones políticas, sociales y económicas que han generado un enfrentamiento directo con el Estado. Esta confrontación con el Estado debe matizarse, pues si bien es cierto que han existido confrontaciones directas entre grupos armados ilegales con el Estado, también es cierto que han existido alianzas entre este último y actores alineados con sus intereses. En medio de todo esto, la población civil ha sufrido graves afectaciones presentando a la fecha, más de ocho millones de víctimas, entre los que se cuentan un millón de muertos y siete millones de desplazados. Este conflicto ha golpeado de manera intensiva a las zonas rurales del país. Entre esas se menciona, de forma específica, el municipio de Ovejas, en la región de los Montes de María. La investigación en el marco de sus objetivos, intentará dar algunas pinceladas sobre el papel de las organizaciones sociales en el ejercicio de resistencia civil como estrategias de sobrevivencia y permanencia en el territorio. En un segundo momento, se orientará a indagar como estas resistencias civiles generan facultades o habilidades que constituyen capacidades políticas. Finalmente, se busca comprender e identificar cómo estas capacidades políticas desde las organizaciones aportan a la construcción de paz territorial en el marco del denominado posacuerdo. El estudio particulariza el municipio de Ovejas en el departamento de Sucre. eng:Colombia has been immersed for more than 50 years in an internal armed conflict in which different armed groups have participated. Each armed group has brought with them different political, social and economic conceptions that have generated a direct confrontation with the State. This confrontation with the State must be nuanced. Although it is true that there have been direct confrontations between illegal armed groups and the State, it is also true that there have been alliances between the latter and ilegal armed actors aligned with their interests. Amidst these dynamics, the civilian population has suffered serious damages. To date, this armed conflict has left more than eight million victims, including one million dead and seven million people who have been forcefully displaced. This conflict has intensively hit the rural areas of the country. Among these, the municipality of Ovejas, in the Montes de María region, is specifically mentioned. The research, within the framework of its objectives, will try to give some brushstrokes on the role of social organizations in the exercise of civil resistance as strategies for survival and permanence in the territory. In a second moment, the research will be oriented to investigate how these civil resistances generate faculties or abilities that constitute political capacities. Finally, it seeks to identify and understand how these political capacities from the social organizations contribute to the construction of territorial peace in the framework of the so-called post-agreement. The study particularizes the municipality of Ovejas in the department of Sucre, Colombia.
