Capacidades colectivas para la transición 2007 – 2019 : la experiencia de las organizaciones comunitarias de San Diego

spa: El presente informe de investigación corresponde a la tesis de grado para optar por el título de Magister en Justicia Social y Construcción de Paz. Está adscrita al proyecto “Hilando capacidades políticas para la transición en los territorios”, que a su vez hace parte del programa “Reconstrucción del tejido social en zonas de postconflicto” y se desarrolla en tres de los departamentos afectados por el conflicto armado interno en Colombia, Caldas, Chocó y Sucre. Tiene como objetivo “Gestar capacidades políticas para las transiciones en los territorios, con base en mediaciones democráticas de los conflictos sociales, orientadas hacia la reconciliación y la construcción de paz estable y duradera”. Parte del supuesto que la construcción de paz estable y duradera implica:
1) Reconocer daños dejados por más de 50 años de conflicto armado y las capacidades territoriales para sobrevivir, resistir e innovar socialmente, de cara a la transición hacia formas no violentas de relación.
2) Fortalecer capacidades políticas identificadas y co-crear otras que favorezcan transiciones democráticas hacia la paz.
Este proyecto cuenta con la participación de la Universidad de Caldas, Universidad Nacional sede Manizales, Universidad Autónoma de Manizales, Universidad Tecnológica del Chocó Diego Luis Córdoba, Universidad de Sucre, FUNDACION CINDE, Universidad de Estrasburgo (Francia) y Universidad de Granada (España).
En Caldas el proyecto se desarrolla en los municipios de Samaná y Riosucio, ubicados en el oriente y el occidente del departamento, fueron los más afectados no solo por el número de víctimas sino también en cuanto a la complejidad del mismo por la imbricación de asuntos étnicos, mineros y ambientales, entre otros. Samaná es el municipio del departamento de Caldas más afectado por el conflicto armado interno y tiene el mayor número de víctimas reconocidas por el Estado; según las estadísticas del DANE este municipio cuenta con 20.750 habitantes (DANE, 2018), de los cuales, 17.723 son víctimas, es decir el 85 % (RUV, julio 2021) . El municipio vivió grandes pérdidas a nivel social, cultural, político y económico, sin embargo, posterior a la desmovilización de los actores armados ilegales del territorio, surgen procesos organizativos por medio de los cuales, las comunidades buscaban retomar el control del territorio. En la producción bibliográfica sobre el municipio priman los trabajos centrados en el estudio de las causas, consecuencias e impactos de la conflictividad armada y son escasos los trabajos que se centran en las experiencias de sobrevivencia y resistencia de las comunidades; de allí surge el interés de la presente investigación por comprender la historia y las capacidades colectivas agenciadas por las organizaciones comunitarias productivas de San Diego, como experiencias de sobrevivencia y resistencia que permitieron el agenciamiento de capacidades colectivas en medio de los daños producidos por el conflicto armado interno, las historias de victimización y de dolor. Experiencias que necesitan ser documentadas para comprender el papel de las comunidades como sujetos activos en la construcción de su realidad social a partir de los diferentes escenarios de la vida cotidiana.
La presente propuesta de investigación se desarrolló en Samaná, específicamente en el corregimiento de San Diego y tuvo como objetivo general, comprender las capacidades colectivas agenciadas por las organizaciones comunitarias productivas en contextos de transición política entre los años 2007 y 2019.
Esta es una investigación de corte cualitativo, se parte de una concepción subjetiva de la realidad social, donde el conocimiento que produce el ser humano es plural y está determinado por la cultura y las relaciones sociales que se dan en los escenarios de la vida cotidiana. Se utilizó como enfoque metodológico la Investigación Acción (IA), la cual permitió el uso de estrategias participativas para el logro de los diferentes objetivos propuestos. La participación de las organizaciones comunitarias les accedió a reflexionar acerca de las condiciones económicas, políticas, sociales, culturales que marcaron el surgimiento, la consolidación de las organizaciones, identificar las debilidades y afianzar las proyecciones colectivas.
La conflictividad armada y ambiental en el territorio, imprimieron cambios en la forma en que las personas habitan el espacio, las interacciones cotidianas, la economía, la política y la cultura, adicionalmente, han estado presentes en los escenarios transicionales que se han ido configurando en la vida cotidiana y en los diferentes espacios organizativos. Las organizaciones comunitarias productivas de San Diego surgen en un escenario transicional marcado por una historia común y el anhelo de reconstruir el territorio, ha representado la oportunidad de desarrollar capacidades colectivas para avanzar en el mejoramiento de las condiciones de vida de los habitantes del corregimiento de San Diego.
En el primer capítulo de los hallazgos, se pretende responder al objetivo propuesto de analizar los mecanismos transicionales en el corregimiento de San Diego entre los años 2007-2019 y su relación con el conflicto social en el que han estado inmersas las organizaciones comunitarias productivas de San Diego. Se hace mención a la consolidación e intensificación de la conflictividad armada y ambiental en el municipio y el proceso de reconstrucción del tejido social, donde han tenido un papel fundamental los mecanismos transicionales tanto legales como extralegales y la configuración de la transición en los escenarios de la vida cotidiana.
En el segundo capítulo se realiza la reconstrucción de la historia de cinco organizaciones comunitarias productivas de San Diego, el Comité Turístico de la Laguna de San Diego -TURISANDI-; la Asociación de Ganaderos de San Diego -AGASAD-, la Asociación Campesina de Cacaoteros de San Diego – ACASANDIEGO-, La Asociación Brisas de la Laguna y la Asociación de Mineros de San Diego -ASOMISANDI-.
En el tercer capítulo se caracterizan las capacidades colectivas que han agenciado cuatro organizaciones comunitarias productivas de San Diego -TURISANDI, AGASAD, ACASANDIEGO y ASOMISNADI – entre los años 2007 – 2019. Se busca dar cuenta de las siguientes capacidades: capacidad para comprometerse y dedicarse a acciones de desarrollo, capacidad para realizar tareas o funciones logísticas, ofrecer servicios o técnicas, capacidad para adaptarse y renovarse y la capacidad para conseguir apoyos y recursos.

Experiences that need to be documented to understand the role of communities as active subjects in the construction of their social reality from the different scenarios of daily life.
This research proposal was developed in Samaná, specifically in the district of San Diego, and had as a general objective, to understand the collective capacities organized by productive community organizations in contexts of political transition between 2007 and 2019.
This is a qualitative research, it is based on a subjective conception of social reality, where the knowledge produced by the human being is plural and is determined by the culture and social relations that occur in the scenarios of daily life. Action Research (IA) was used as a methodological approach, which allowed the use of participatory strategies to achieve the different proposed objectives. The participation of community organizations allowed them to reflect on the economic, political, social, and cultural conditions that marked the emergence and consolidation of organizations, identify weaknesses, and strengthen collective projections.
The armed and environmental conflict in the territory, printed changes in the way people inhabit space, daily interactions, economy, politics and culture, additionally, have been present in the transitional scenarios that have been configured in everyday life and in the different organizational spaces. The productive community organizations of San Diego arise in a transitional scenario marked by a common history and the desire to rebuild the territory, has represented the opportunity to develop collective capacities to advance in the improvement of the living conditions of the inhabitants of the corregimiento of San Diego. Diego.
In the first chapter of the findings, it is intended to respond to the proposed objective of analyzing the transitional mechanisms in the township of San Diego between the years 2007-2019 and its relationship with the social conflict in which the productive community organizations of San Diego have been immersed. Diego. Mention is made of the consolidation and intensification of armed and environmental conflict in the municipality and the process of rebuilding the social fabric, where both legal and extralegal transitional mechanisms have played a fundamental role and the configuration of the transition in the scenarios of the daily life.
The third chapter characterizes the collective capacities that four productive community organizations in San Diego have organized -TURISANDI, AGASAD, ACASANDIEGO and ASOMISNADI- between the years 2007 - 2019. It seeks to account for the following capacities: capacity to commit and dedicate oneself to development actions, ability to carry out logistical tasks or functions, offer services or techniques, ability to adapt and renew oneself and the ability to obtain support and resources.
