Objetivo. En el marco del proyecto de tesis doctoral que convoca , el artículo que se presenta está pensado en perspectiva de un sistema educativo emergente y de las políticas públicas que pretenden potenciar el territorio, a partir de la búsqueda de distintas formas de pensamiento y acción para la construcción de entornos socioculturales más humanos. Metodología. En este cometido, la triada “educación / participación social / desarrollo territorial”, en cuanto generadora de relaciones dialógicas complejas, cobra fuerza como objeto de conocimiento que se reconoce en la teoría y la práctica. En este referente, la participación, no solo política sino también social, involucra las prácticas educativas desde los ámbitos escolares, culturales y territoriales que signan las acciones de la vida glocal: gobiernos, empresas, grupos humanos, medios de comunicación, gremios, sindicatos, la escuela, la familia y los ciudadanos. Interés gnoseológico fundado en el método complejo que desde el “pensar / imaginar / crear”, y la potencia del circuito relacional convoca conceptos, saberes, imaginaciones, sueños y prospectivas territoriales en cuanto sistemas como unidades complejas que se relacionan entre sí, que desde el principio de dialogicidad fundan relaciones epistémicas, consideradas entre las partes y el todo. Resultados. Se espera que este documento pueda fundar, políticas públicas, diferentes miradas desde la construcción de los PEI y PEU, que convoquen planes de participación segura y oportuna, pero sobre todo el educarlos en la importancia de conocer y hacer valer lo que son y pueden lograr desde la palabra. Conclusiones. En conclusión, después de abordar dicha investigación en diferentes escenarios, se puede reflejar que nuestro país pasa por dificultades frente a la formación de verdaderos líderes, pero que no es una acción dada sólo a la escuela sino en diferentes ámbitos, y que al mismo tiempo los líderes no pueden ser unos pocos con ideales, sino todos responsables de las decisiones políticas y sociales que afectan o benefician el futuro de todos incluido el ambiental. Objective. Within the framework of the doctoral thesis project that is being convened, the article presented is designed with the perspective of an emerging educational system and public policies that seek to strengthen the territory, based on the search for different forms of thought and action for the construction of more human sociocultural environments. Methodology. In this task, the triad "education/social participation/territorial development", as a generator of complex dialogical relations, gains strength as an object of knowledge that is recognized in theory and practice. In this reference, participation, not only political but also social, involves educational practices from the school, cultural and territorial spheres that signify the actions of the glocal life: governments, companies, human groups, media, professional organizations, unions, schools, families and the citizens. Gnoseological interest founded on the complex method that from the "think / imagine / create", and the power of the relational circuit summons concepts, knowledge, imaginations, dreams and territorial perspectives as systems as complex units that are related to each other, that from the The principle of dialogicity founds epistemic relations, considered between the parties and the whole. Results. It is expected that this document can establish, public policies and different perspectives from the construction of the PEI and PEU, which convene plans for safe and timely participation but, above all, that train them on the importance of knowing and asserting what they are and can achieve from the word. Conclusions. After addressing this research in different scenarios, it can be reflected that our country is experiencing difficulties for the training of true leaders, but that it is not a responsibility given only to the schools but also to different fields and that, at the same time, leaders cannot be in the hands of a few with ideals, but in the hand of all responsible for the political and social decisions that affect or benefit everyone's future, including the environmental benefit as well.
